Mr. LEONG obtained the degree of Doctor of Law from Peking University of China, and Bachelor of Mathematics from University of Waterloo in Canada. Mr Leong is a Vice-president of the International Finance Forum (IFF) and he has been appointed to be the Member of the Council of Advisors (COA) of Boao Forum for Asia(BFA) and the Executive Chairman of the Presidium of the International Science, Technology and Innovation Forum (ISTIF) of Boao Forum for Asia, as well as the Chairman of the Macao Committee for Guangdong- Hong Kong-Macao Greater Bay Area(GBA) Development. In addition, he is the Board Member of Mota-Engil. He was a deputy to the 11th and 12th National People’s Congress (NPC), as well as a member of China, Asia Pacific Group of the Trilateral Commission. Mr. LEONG served as the Secretary for Economy and Finance of the fourth term Government of Macao Special Administrative Region (Macao SAR); a member of the Executive Council of the second and third terms of Macao SAR Government; the Vice Chairman of the Macao Advisory Council on the Environment. Mr. LEONG is currently the founding president, Macau development strategy research centre. Mr. LEONG was awarded the Honourable Medal of Golden Lotus Flower in 2020 and first Medal of Merit – Industry and Commerce in 2001 by the Macao SAR Government respectively.
