Mr. Zhou Xiaochuan graduated from Tsinghua University with a master's degree in automation engineering and a doctorate in engineering. Mr. Zhou was a member of the State Commission for Restructuring Economy from 1986 to 1991. In 1991, he became the vice president and member of Party group of the Bank of China. In 1995 he was appointed as director general and party secretary of State Administration of Foreign Exchange (SAFE), and member of party group of People’s Bank of China. In 1996, he became the vice president and member of party group of the People's Bank of China. In 1998, he took the post of president and party secretary of China Construction Bank and party secretary of China Asset Management Co., Ltd. In 2000, he became chairman and party secretary of China Securities Regulatory Commission (CSRC). And in 2002, he again became president and party secretary of the People's Bank of China. Mr. Zhou was elected as vice chairman of the 12th session of CPPCC in 2013.
